Here is a new patch (complete).

The differences with the previous are:
 * build depends on po4a
 * debian/rules
   + build: call po4a
   + clean: remove the generated man pages
 * doc: remove the generated man pages

There is a potential issue: if less than 80% of the strings from a manpage
are translated then the man page won't be generated, which may break the
build of the package (the threshold is configurable)
IMO, we can live with that. And if it happens, a mail to the translation
team should correct this quickly.
