[Adduser-devel] Bug#336841: adduser: verbosity handling needs re-work

with the re-work, we broke some things regarding verbosity:

 * verbose, quiet and debug seem to be orthogonal, and should probably
   be handled by a single variable $verbose which can have numeric values.
 * currently, $verbose can only have the values 0 and 1, while
   systemcall outputs debug information if $verbose==2, which can never
   happen.
 * Adduser uses direct system() calls in some places with explicit
   verbose handling. Thse should probably be replaced by systemcall().
