For me the patch look ok, but I've only one comment:
In debian/changelog you should sign with your name.
And because your are uploader, I prefer the format of:
/usr/share/doc/libc6/changelog.Debian.gz
[changes split by developer].

Still to check (I will do it):
- dependencies (but I think there are ok, no special perl
   functions and shell utilities
- test. Eddy do you have some tests?
- ev. policy update

and a general commentary. I'm sorry that I forget your
