[axel-users] Axel 2.3 LFS maintenance release

Hi All,

Axel 2.3 has been released and fixes multiple bugs in Large File Support
and also adds a new Chinese translation and Chinese manpage.

Changes:

- Fix bug in waiting for thread termination
- Files downloaded were restricted to 4GB in size
- Fix LFS support for FTP
- Add Chinese translation and manpage

In addition to this, I would like to officially welcome Philipp
Hagemeister to the project.  Philipp has been very active on bugs and
has been working on a lot of changes to axel which would make it cleaner
and help us support many more protocols and implement features that
users of axel have been requesting.
