The main news in this version is support for stateful configuration --
configuration done by contacting a central server.  This supports
configuration of IPv4 addresses, DHCP-style.

  * Implemented stateful configuration for IPv4.
  * Tweaked timing to avoid hopping between competing configurations.
  * Fixed conversion of Babel hello intervals to seconds.
