There is the next (02) revision of "Babel HMAC Cryptographic Authentication" available at http://tools.ietf.org/html/draft-ovsienko-babel-hmac-authentication-02
It addresses the issues raised by Gabriel Kerneis and also a few issues discovered by myself. Below is the summary of changes between revisions 01 and 02:

* remove some excess commas
* clarify the meaning of "at runtime"
* minor refinements in hash algorithms requirements
* refine first paragraphs concerning padding constant
* articulate XOR as bitwise function
* fix some XML and referencing item numbers
* switch from ordered lists to finite sequences for clarity
* articulate CSA.LocalKeyID being of unspecified bit length
* use "packet body" where appropriate (mind the packet trailer)
* move TLV namespace table to IANA section (least surprise)
* distinguish between "speaker" and "protocol instance"
* clarify TS/PC update methods disclosure
* improve some sentences in ESA deriving section
* fix the order or populate/deduplicate steps (ibid)
* clarify ordinals (ibid)
* clarify deduplication (ibid)
* refine "Body length" update sentence
* refine refuse condition in Rx procedure
* add references to the list of event counters
* improve section 6.4
* add temporary "Implementation Status" section
* update Acknowledgements section
