    Change behaviour of "install-completions"

Now it is less flexible, but easier to use during the installation
process. It doesn't accept any directory anymore as arguments,
instead it only accepts an optional completion name to install.
Without arguments, it installs completions for all available
commands on the system, from @contribdir@ to @compatdir at .
