I can't reproduce this with bash-completion/20060301-4. Here's what I have:

$ touch =foo
$ echo =<TAB>
[lists all files -- possibly a bug, but not this one]
$ echo "=<TAB>
$ echo "=foo"
$ echo \=<TAB>
$ echo \=foo

It behaves correctly (please note that the '"=' example might be a local
modification of mine -- it will be uploaded in the next version
nevertheless :) )
