sorry, my first bug report had wrong instructions :/.

to get this to work I had to do:
sudo mv /usr/share/perl5/Debian/Debhelper/Sequence/bash-completion.pm /usr/share/perl5/Debian/Debhelper/Sequence/bash_completion.pm
