I'm afraid so.  I've Ubuntu-9.04 (Jaunty Jackalope) and Debian-5.0.3 (Lenny)
running, and they both report:

    $ awk -W version
    mawk 1.3.3 Nov 1996, Copyright (C) Michael D. Brennan
