hi. i created completion based on ant completion for phing.
tested with phing 2.4.4, but likely works with any phing version

I was eyeballing this today as well, and given that it's almost an exact copy of the ant completion, we should reuse the ant one instead of adding another (I'll take care of that in git).  But while doing that, I discovered something very odd about invoking php for help parsing, will post about that to the list soon.
