Initial Comment:
Many users want to use tab completion to speedily create directories containing the name of an existing file as a substring.

This was originally impossible.
Commit d9988bc84694185f1cc1869afa3370fe6d9bd477 made it possible.
Commit 1b248b55021318e653a0ca81145829c9dc77c97b made it impossible again. Why?

In other words http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=376433 has come back. Any chance it can be fixed again?

Because I wasn't aware that it was intentional for mkdir to complete on filenames. Anyway, even though I now know, I very much disagree that we should knowingly offer completions that are wrong and don't work, and offering filenames as mkdir completions would be doing that. Won't fix as far as I'm concerned.
