$ scp -P 1234 192.168.0.1:<TAB><TAB>
attempts to complete file names by doing an ssh to 192.168.0.1 on port
22, not port 1234. Typically that'll result in connection refused or
(eventually) connection timed out. But it could also, e.g., with port
forwarding, result in connecting to the wrong sshd.
