[Build-common-hackers] Bug#216148: cdbs: No maintainer scripts should be generated for udebs

When building a .udeb package, the dh_foo commands should be run with 
the -n parameter, so that there are no {pre,post}{inst,rm} scripts in 
the udeb. Another solution would be not to run dh_installdeb at all for 
udeb's.
