Hi Jeff!

I agree that cdbs need not depend on debhelper just for this.

What it should do, though, is test for the availability of dh_desktop
before trying to run it.

Maybe adding the test for dh_gconf, which was added relatively recently
would be good too.

This way, packages not using dh_desktop explicitly don't need to bump
the debhelper dep, just those that rely on the feature.
