[Build-common-hackers] possible problem with dpatch in cdbs

Hi!
Recently, we spotted a problem that affects cdbs when using patches that
modify config.* files (since these are auto-updated by cdbs itself).
For details on the problem, see cdbs 0.4.26-4 changelog entry (currently in
http://incoming.debian.org/cdbs_0.4.26-4_kfreebsd-i386.changes).
When fixing dpatch.mk, we had to make the apply/reverse calls in this file
idempotent. We're assuming dpatch itself is responsible for idempotency.
If that is not the case, please let us know so that we can fix cdbs accordingly
(i.e. by emitting stamps).
