[Build-common-hackers] Bug#330805: could also use a modified dpatch

As I outlined in dpatch bug #330808, it wouldn't be much work to modify
dpatch to be compatible with cdbs's simple-patchsys.mk style patches. It
might actually be less work to integrate this functionality into dpatch
than to reimplement it all here.

I'd likely be interested in helping with this at some point, just not
quite now. :-)
