[Build-common-hackers] Bug#590157: cdbs and module-assistant: conflicting use of DEB_DESTDIR variable

Hello,

Both packages use the DEB_DESTDIR variable, but with completely 
different semantics. It is close to impossible to use both cdbs and 
/us/share/modass/include/*.mk in a single debian/rules, see e.g. bug 
#577321.
