[Build-common-hackers] Bug#689407: cdbs: python-sugar.mk must set XDG_DATA_HOME, to avoid FTBFS writing to HOME

Sugar install routines use $XDG_DATA_HOME for temporary files (merge new
and potential existing MIME data).

When $HOME is missing or not writable, this causes FTBFS like #665023
and #676040.

This should be avoided by setting XDG_DATA_HOME=$(DEB_DESTDIR)/usr/share
during install.
