wanna-build svn commit r39 might have fixed this I believe:

use /var/debbuild/apt.conf if it exists.  If it doesn't exist, try to
create
it with the Dir ""; directive for the chroot.  If it can't be created,
use
the existing logic.

This fixes the problem of the root's /etc/apt/apt.conf and
/etc/apt/apt.conf.d
directories being used, while the chroot's are ignored.

Can the submitter please check whether the problem still persists with
sbuild 0.37 or later?
