It looks like the behaviour you reported is a result of libstdc++6
migrating to testing.  It's not locales or libc6, AFAICT.

That's what I needed to know.  This has already been reported as
#429882, #429997, #429947.  I'm reassigning to the libstdc++ package
which appears to be the root cause of the problem (the alternative is
libc6/locales).
