[Buildd-tools-devel] Bug#414064: Check user is a member of the sbuild group

Please make sure that the user is a member of the sbuild group before
running a build.  This will make sure that any permissions problems
are avoided.

If the user is not a member of the sbuild group, exit with a diagnostic.
