[Buildd-tools-devel] Licensing under the GPL version 3

Tonight, I moved all the schroot sources from GPLv2 or later to GPLv3
or later.  This is now present in the new GIT repository.  I updated
all the boilerplate and COPYING.

I have not touched sbuild or buildd-tools.  For now, these can remain
GPLv2 or later.
