I don't know how did this end up in dpkg, but I filed the wishlist
request on sbuild.

I think it's pointless to discuss whether a generic dpkg mechanism or a
man-db specific one should provide this information, since sbuild isn't
checking for it anyway.

So why not make sbuild check for that file in first place, and then you
can all discuss about a generic solution for this with dpkg folks?
