[buildd-tools-devel] Bug#626361: run lintian and piuparts from within the chroot

If the proposed patch is the same as was applied with 0.62.6-1ubuntu2,
then it broke me being able to use lintian in my sbuild. Here's the
bug I filed about it:

If any of my uploads in the past two months have lintian warnings,
that's my excuse. ;-)
