I think it is.  Please feel free to remove it.

IIRC, this history of having it is down to the fact that before the
advent of schroot and snapshotted chroots for building, debfoster
was frequently needed to clean up static chroots after build
failure where the chroot was left in a mess and the buildd admin
needed a quick means of cleaning out all the build-deps to leave
it in a minimal state for clean builds.  Nowadays this is moot since
we generally delete the entire chroot at the end of the build; if
anyone still needs it, they are free to install it by hand.
