    sbuild: Fix handling of exceptions while setting up chroot
    
    If chroot setup fails before creating the dependency resolver, then
    foreign-architecture information will not be available and attempting to
    fetch it in generate_stats will crash, causing sbuild to hang.  Handle
    this case.
