Since you mentioned making the text of the changelog entry user controllable,
maybe you are also interested in the upcoming --binNMU-changelog option which
lets you pass the *complete* new changelog entry to sbuild.

This option is added to support rebuilding binNMU-ed packages from buildinfo
files where the new changelog entry is stored in the Binary-Only-Changes field
and has to be passed to sbuild exactly in that format to make the build
byte-by-byte reproducible.

But depending on what you want to do, maybe this option is also for you?
