[buildd-tools-devel] Bug#871968: sbuild does not ensure presence of build-essential

sbuild splits the implicit (build-essential) and explicit Build-Depends
into two dummy packages and installs them separately. In theory, that
can cause the latter to remove the former, but I haven't observed this.
When installing the latter fails, sbuild launches dose by default to
explain the problem. While doing so, it tends to produce installation
sets that lack build-essential as the former package is not passed to
dose. This issue can currently be triggered by cross building lp-solve.

I argue that the dose3 explainer should ensure that build-essential is
kept.
