Note that testing being frozen makes a lot of it much easier to start
with. Security fixes for testing are prioritized more than usual during
a freeze. Testing is easier to keep constantly installable during a
freeze. Upgrade breakage is minimised during a freeze. RC bugs are
aggressively worked on during a freeze. And so on.
