I've been thinking about this point carefully, and the thing that pops
into my head the most is "beginners support network".
I think the best way to get this started is by having the resources
available for "newbies" to come in, ask questions in a friendly and
helpful environment, and actually get help.
The basics I think would be:

- A maling list
- A forum (could be http://forums.debian.net/)
- An IRC channel
- A wiki for FAQ and Howtos[1]
- A bunch of people willing to get the ball rolling

Once you help out enough people, they will be able to help others with
basic problems, and that, I think, would be an active project.

[1] The current one is too hard for newbies to use since the creation
of new pages is a pain in the...  It's probably related to
configuration then to ikiwiki, but we should solve it.
