Sure. But still the html is more "bloated".

Yes. There are different markup-language plugins.

I've used "CMS" as a generic term for what it stands for: content management 
system. Many things can be used as CMS. In the case of debian-community I 
think this should mean "wiki", with some extended features. (I'm aware that 
wiki modules exist for $drupal etc.)
