[Dctrl-tools-devel] 2.13 branch created

As you have probably noticed, I've finalised the 2.13.0 release and
created in git a new maint-2.13 branch.  I'm building the upload now.

The implications:
  - master is now targetting lenny+1
  - any further lenny uploads should be made from maint-2.13
