Embedded and handheld software

Recently, an 'embedded' section was added to the archive:

For software relating to embedded systems and handheld computers (such as
the Zaurus and iPAQ).  I don't see any obvious analogue in the tag system.
Something a bit finer-grained would be even better.  For example, for
debian-handheld, I want to be able to provide a list of packages which are
suitable for a handheld GUI desktop environment.  This includes the OPIE
packages, embedded konqueror, PIM applications, games, etc.

The two major categories are:

Utilities for working with embedded systems
Handheld PC Applications

I don't think it makes much sense to put them together in the context of
tags, and I'm not sure where in the hierarchy they should go, but I'll leave
that to you folks.
