growisofs -dvd-compat -Z /dev/dvdrw1 -dvd-video <directory with VIDEO_TS 
and AUDIO_TS>

I've been using this command until it stopped working the way I described 
[ie after new Kubuntu installation]. 
Then I tried all other ways I knew to create functional videoDVD [k3b, 
genisoimage].

Yes, the disc is working in [maybe not all] dvd player but not on windows.

I found out it's a filesystem problem. When I use *older* genisoimage from 
Kubuntu 7, it works! [at least k3b does, which is frontend to genisoimage, 
I believe] It's version 1.1.2 while the problematic version of genisoimage 
is 1.1.6. I haven't found anything interesting in the changelog [maybe 
because I do not fully understand everything there :)].
