Strange.

Extra strange. (But explains the first
strangeness.)

Quite surely it is not a Linux problem.
Program and drive negociate, the operating
system is only the messenger.


What happens if you blank the DVD by the
MS-Windows program and try to burn it by wodim ?

What happens if you blank it by package
dvd+rw-tools :
  dvd+rw-format -blank=full /dev/...

Or by GNU xorriso:
  xorriso -outdev /dev/... -blank deformat
