[Debconf-devel] Bug#548994: debconf: Option "--terse" is not explained in the manpage

`dpkg-reconfigure --help` lists among others the option "--terse", but this option is not explained in the manpage. On the other hand, the option "--no-reload" from the manpage is not listed by `dpkg-reconfigure --help`.
