Hi,

Bumping debhelper to version 10 implies releasing compat 10 as it is
(which is probably somewhat overdue).

In the particular case, I had some low hanging fruits I wanted to get
done and it would not fit to add them to compat 10 (which is currently
in "open beta" or whatever we call it these days).  Which is why I added
compat 11 for that.

That said, we should *definitely* finish debhelper 10 before starting a
compat 12! XD
