Dear Maintainer,

unfortunately I have to reject your package.

You didn't mention the SOFA Software License in your debian/copyright.
Terms like "3. Commercial use of the Software is specifically excluded 
from the terms and conditions of this license. (...)"  doesn't allow
this package to become part of main.

The freely-redistributable license doesn't allow modification, so maybe 
you need to contcat upstream in these cases as well.

Your GPLv2+ license block doesn't cover all files (for example lots of 
file in install/* ).
