I've tried this by creating a new user with an empty home directory. It
still doesn't work.

I've also ran an X session with nothing but an X-term running. When I
started the settings daemon, the layout switching worked, but I got the
following error message in the console:

[1204830763,000,xklavier.c:xkl_engine_start_listen/]    The backend does
not require manual layout management - but it is provided by the
application[1204830782,000,xklavier_evt_xkb.c:xkl_xkb_process_x_event/]
      ATTENTION! Currently cached group 0 is not equal to the current
group from the event: 1

Google turned out nothing useful about that message. I did found out
that if I add

Option "XkbOptions" "grp:switch,grp:alt_shift_toggle"

to xorg.conf the alt-shift combination switches sign on the keyboard
layout applet, but the actual layout isn't affected.

I guess I'll try strace next.
