This is a bug in the kernel DRBD module, not the DRBD userspace 
utilities. More info about that can be found at:

Switching to an adaptive sync rate might help, as suggested here:

Note that DRBD 8.4.4 that does not suffer from this issue is not part of 
Linux mainstream yet, and so will not be shipped with jessie.
