[Debian-handbook-translators] Using Weblate for handbook translations

Hi,

As a member of the Danish team is I'm ready to start.

If there is need for testing the setup from a translator's point of view,
I'd be happy to help out.
I have experience with Pootle, Transifex, Launchpad and lately Weblate
itself.
