[Debian-handbook-translators] Weblate moved

Hi all

I've just merged Weblate from http://debian.weblate.org/ to
https://hosted.weblate.org/. The main reason is to ease maintenance of
the server as both installations were almost identical.

All user accounts were migrated as well (in case you have enabled
notification, you've already received some). The old URLs redirect, but
some deep links will not work properly, so please adjust your bookmarks.

So basically everything will work as before, just on different URL:

https://hosted.weblate.org/projects/debian-handbook/
