PDF (as well as HTML) cannot be built from .po files directly. First
you need to generate localized DocBook XML files and then use them to
build PDF. So you need not only .po files but the complete git repo
cloned on your machine. Then you can run

    $ publican build --formats=pdf --langs=nl-NL

in the root of the repository, and publican will do all conversions
(PO + English XML -> Dutch XML -> PDF).
