[Debian-handbook-translators] Separate CSS file for RTL Languages

Hi,

Sorry, I'm not aware of any standard method, I just put the custom CSS 
files in the brand folder
../brand/ar-MA/css", and execute "build/build-html --lang=ar-MA" for a 
rebuild.

Change "ar-MA" with your language ISO code of course.
