It's up to each translation team. But you can't use both at the same time.
If you are multiple persons working on the translation, weblate is
probably easier.

Yes. The default branch still points to jessie as I haven't yet completed
the update for Debian 9 Stretch. Many strings are kept from one release to
the next so the bulk of the work will be useful when we switch to Debian 9
as well.
