[Debian-hebrew-common] gdm is in english and not hebrew in the next login.

Hi,

I think that the problem is with the locales,
on my CDD I built from the svn (but removed the
partition preseeding) the locales were not created !
gdm is trieng to use non existing locale he_IL.utf-8
but this locale was not created by the system.

by the way, the options in xserver were also not
configured currectly.
