You're closing a bug for a different package, I'm not sure it's correct 
by policy and I don't think it's even logical to do in this case.

The package that you upload will do what you want for those users that 
install it. But it will not really handle the bug itself which asks to 
make CTL the default for all users, regardless of additional packages 
that they install.

I think that you should leave the old bug as is, send a note to it 
saying that you uploaded this package that partially alleviates the 
issue in question and leave it to the OOo packaging team to resolve the 
bug as they see fit.
