[Debian-hebrew-package] patch: fribidi 0.19 on debian

Version 0.19 isn't packaged in debian at all. I'm glade to hear about
the fedora experience, but I didn't want to do the change before Lenny,
nor did me or Baruch had the time for that.

I hope one of us could do that soon enough.
