A related question, if lohit provides fonts for all languages
supported by the installer, would it be better (in a typographical
sense) to have the debian installer depend on the proposed new
font-lohit package?

Or, will be pick and choose one font for each language and create yet
another metapackage - probably fonts-indic-core (or similar)?
